I think @ralferoo had already written FPGA code for tape reading for his FPGA CPC. Maybe you can borrow some code from him?

While bootloader is not fully started, do display a full blank screen with lighter pixels output (not darker pixels as original screen color CPC depth using more resistors), as it VGA should be nicely centered at each boot. And then after come back to original CPC pixel depth.
